Last year, Governor Patrick Quinn fought with the legislature over a gaming bill, but eventually said he could accept five new Illinois casinos, including one in Chicago. However, Quinn has opposed provisions involving slot machines at racetracks.
The study was conducted by Spectrum Gaming Group, a New Jersey-based firm which claims to have no financial interest in casino gambling. Spectrum considered the impact of a gambling proposal that never got out of the Illinois House last year.
The bill would have brought slot machines to six racetracks and called for casinos in Chicago, Lake County, the South Suburbs, Rockford and Danville.
